How can a teenager lose weight?

After a disastrous winter vacation, my daughter has gained six pounds. She was slim, but not skinny. Now, she has very thick thighs and a rounder waist. I have been giving her lots of healthy foods – a diet consisting of lots of salads, fruits, et cetera. I still let her eat cookies and ice cream – she's still a kid – I don't want to deprive her. However, her self esteem is declining at a fast rate. Is there any way to allow her to keep growing (she's very unsatisfied with her height too) taller, and lose some of that weight she gained?
I feel like such a failure, letting my daughter become so depressed. She hates wasting food – so she ended up trying to eat up everything that other people at the table might waste. What should I do?
By the way, a lot of the foods we eat are low calorie. Low fat, low calorie… dressing, ice cream, candies – we even put apple sauce instead of butter for baking. I don't know – she just can't lose the weight! She works hard in P.E. too.
I cannot even try to tell her to sign up for a sport. She is so engrossed into school work. After school, she works on homework the whole time until 10 except for showering and dinner.

If she eats alot of ice cream i might suggest purchasing frozen yogurt instead. There are fewer calories and it still tastes great. You could make smaller meals for the family, and purchase smaller plates. If shes drinking pop that is liquid fat. It is a sure way to gain weight quickly.
Also, when there are large plates on the table people are naturally inclined to fill the plates with food so that they dont look empty. By serving food on smaller sized dinner plates they will appear fuller with food, than they actually are.
Another factor could be how active she is. Perhaps you can enroll her in a few dance classes, or a fitness class. Maybe get a membership at the YMC and workout with her to show support. If those 2 options are out of the question, i suggest that you make a habit of going for a speed walk with her at LEAST 2 nights a week. (Maybe you can tell her you would like to spend more time with her — so she does not feel fat when you suggest the activity)
Another suggestion is to have her drink 2 glasses of green tea a day. Green tea has many benefits, one being that it speeds up matabolism.
Most importantly, dont focus so much on her being a little larger, let her know that she is beautiful on the inside and out. The media tells us that we need to be thin to be beautiful – but we know better.
